No, you cannot buy 200-proof alcohol or 200-proof food grade ethanol at a retail store. Simply, the way the alcoholic spirit is made in a column still and the mixture of ethanol and water becomes a minimum-boiling azeotrope at this 96.1 % concentration, not 200 proof. This means that about 96% ABV or 192 proof is the maximum percentage of alcohol that can be obtained without chemically drying the alcoholic spirit. You will see the label says, "External Use Only". Why does it say this? It is because internal use straight from the bottle will kill you. You must dilute the alcohol for consumption.
However, if you are making limoncello or a tincture and following the proper recipe you will find that an alcohol level lower than 40% will be OK to consume.
